These Implementation Procedures are based on mutual confidence and trust between the FAA and the CAAC on their technical competence, regulatory capabilities, and the compatibility of each other’s certification and approval systems. When a finding is made by one Authority in accordance with the laws and regulations of the other Authority and these Implementation Procedures, that finding is given the same validity as if it were made by the other Authority. Therefore, the fundamental principle of these Implementation Procedures is to maximize the use of the Certificating Authority’s (CA’s) aircraft certification system to ensure that the airworthiness requirements and environmental requirements of the Validating Authority (VA) are satisfied. ... |
